Base Commander Capt. Phillip L. Beachy

"To deer, these are like little lollipops," said base commander Capt. Phillip L. Beachy, as he and his crew wrapped up the fencing project last week. It's the first phase in a years-long effort to restore bogs along the Manapaqua Branch of the Toms River to their original cedar swamp, a project that serves both conservation and air safety goals.
